Even if Anna is physically of age, if she's socially stunted to the point of being mentally a child or having the mentality of a child, it hardly makes it much better, cause it'd be easy to say someone who is emotionally and educational stunted can consent properly. Yep. It's part of why I was always like "uhhhh" when playing Fates and I had to figure out if I'd give the little sister from either country an S support. Mozu as well. Like at best, I think Hoshido had one guy who was in his early teens as well.

Fates had more questionable things going on than little sister Princesses being S ranked. Like all the pseudo-incest or straight up incest.
