why do I have to tinker with the settings to get slightly more performance (like 2-3% over stock) while getting massive reductions of heat/power draw? Why do the newer CPUs/GPUs draw so much power when they can draw like 30% less power and still be capable of more performance?

Because these companies make like millions of these things so they have to use settings that's stable for 99.9999% of them. They don't want people complaining about why their new product isn't stable and don't have the time and resources to finely tune every individual gpu/cpu

Yeah basically.

It should be like that but I've found that most people are able to squeeze like 3% of extra performance while massively reducing the power draw by 20%+

I know with my stock 12700k i was able to get a timespy score of like 15800 with it drawing like 225 watts. After tuning it for a bit I was able to get it to like 16000 while drawing like 180 watts
