As I recall Ash battles Jessie and James who wind up using the gym's Pokemon, and some elaborate setup for their platforms. In the end Ash wins but they won't give him the Earth Badge. Typical antics ensue resulting in the gym blowing up, Team Rocket blasting off again, and they drop the badge in the process. Giovanni eventually returns to find the wreckage. Not long in the episodes following is when Mewtwo escapes the Team Rocket lab and heads back to the island to start the movie plot. After togetic grew a head and neck, it seemed like it might become something that also had a head. Perhaps some majestic eagle with flowy wings. Or something more fairy-like.
