What the hell was Zak Gramarye's motive for framing the man taking care of his own daughter for cheating at card games, and why was he so upset by failure that he'd beat up his partner? The Doylist answer is probably that multiple characters got combined into at least Phoenix, and possibly Zak also, and originally the plotlines were separate. More specifically, it was because Zak lost to him before and he just wanted payback and that was probably the only way he thought he could win. Since payback for losing was apparently more important to him than the good Phoenix had done, the fact that he's also a terrible enough person to clobber the accomplice that failed probably shouldn't come as a surprise The Gramaryes being assholes got turned into a meme with how they're all terrible. The real answer is that Zak is a magic purist and it made him furious that Phoenix was using Trucy's special talent to cheat at cards. All the Gramaryes take magic super seriously, which is part of what causes such a disconnect with the plot, because it makes no sense to the average player why Trucy won't help Apollo solve a magic trick to get their client off the hook, for example. But yes, there's a line made almost in passing where Zak makes a snide remark about how Phoenix misuses Trucy's talents, and it's pretty clear he's unhappy about it.
