I personally feel Portal 2 had more interesting and involved puzzles, but I could be mistaken, but I feel Portal 1 puzzles were more difficult. I don't remember spending more than a couple of minutes in all but one test chamber in the second. But I believe 1 had a few more that took a little longer to figure out.

Probably 2, but it had the added benefit of not needing to introduce people to the concept, so it's not entirely fair to do a direct comparison. A sizable number of 1's puzzles (pretty much everything up to the end of the chamber where you get the orange portal) just serve as a tutorial of sorts, which inherently means they're going to be more simplistic and therefore less interesting once you know what you're doing. 2 got to skip that and therefore got to add extra mechanics to spice things up a bit.
