The best technique is learn a new technique and practice that, rinse and repeat with new techniques. Well, I have issues getting better, but depending on what youre trying to draw, it might be a good idea to just try and copy an image youve seen someone else draw. It works for maybe comic/manga art, or simpler things, but gets tougher the more you slide to realism. Works decently well if you put enough effort into it. But it can be irritating to not work on something of youre own. All in all, it probably depends on what youre trying to do with your art.
