You're not actually "running" until you file the papers though. So until you file the papers, any money donated to Trump's "Save America" website goes right into his pocket, and isn't under the scrutiny that "campaign donations" are. Campaign donation have to go directly towards funding, for lack of a better word, campaign costs.
