Kasumi is kinda wasted yeah... but she isn't intentionally impersonating her sister. That was Maruki's actualization being forced on her. She was never able to properly process her trauma until the party rescues her from Maruki. She never really says she's Kasumi either; Joker just assumes that's who she is from seeing the ID she accidentally drops during cleanup. It's one of those subtle things. Also her awakening was the biggest clue, not only because of the cognitive Kasumi trying to help her snap out of it, but because her awakening itself was this dramatic magical girl thing... almost like it was the perfect, actualized version of what an awakening would be. It's what Kasumi's awakening would look like due to all of the stress she was under, not realizing that she couldn't perform like her sister (her ideal technique would be different) because she was Sumire.

It is annoying that they bait you with her the entire game, and then have her desperately want Joker to like her the one month you get to actually spend with Sumire though.

Akechi oddly enough comes out most developed from that arc imo, and well...

So if she ever introduces herself or says her name, what does she say?
Because she can talk about Sumire, so her saying Sumire doesn't affect her actualization.
