Based on the circumstances and what the two accusers said, that was entirely reasonable. But that requires like actually growing and that statement indicates he hasnt changed.

Like the big issue with the 2nd accusation wasnt the lack of consent, it was that the consent was coerced.

The 2nd one was the only that mattered and the issue is that he's walking back his apology regarding it. He went from recognizing the truth that only she could know if she felt coerced or not, to denying it was anything but properly consensual.
