Even if you somehow manage to get through all 100 at once, you need to kill a very specific atom in his body to keep him from just regenerating. Oh, and he fights at like 1000x the speed of light.

So to the topic... the strongest is probably that guy.

Characters that do not have the ability to beat being rewritten, erased from the story, etc. are irrelevant in the topic of "who is the strongest with gag characters included." Like, when his backstory is rewritten to be "he has the power to trip on fish" in a fight with Bobobo what exactly is he going to do? He is literally a normal person who just trips on fish a lot versus someone who has the power of "literally whatever the author writes."

I mean, that's kind of the point to some extent. Yes the writers can add powers and whatnot but the idea is that they have a list of "this is what is even possible, this is what they can do right now, etc." as a way to keep everything on tone and so you really cannot say that, say, Superman can get the power to use magic because it is literally against one of his current characterization flaws. There is no scenario where you can have an official version of Superman in his current form with magic, it just doesn't work. Inversely gag characters can have their powers but, as you say, it can be a fast and loose kind of thing. Thus in the comparison basically all gag characters by default are a power tier above non-gag. Popeye can't shoot fireballs because of magic or something, but he can certainly punch fast enough to do basically the same thing.

And yes, you are correct in that in the battle between gag characters it basically boils down to who is doing the writing. That, however, has nothing to do with what I said before: it's all down to gag characters and not non-gag characters, which was my entire point. Which gag character is the winner is pretty much irrelevant in that respect because it all boils down into the person in question.

The only way to beat him is to keep spinach away from him. Even that's a crap shoot because kids in the audience of his cartoons have been known to toss him cans of spinach when he's in duress.
