Mega Man 2 sales don't include any digital versions/re-releases, right? I'd assume the Wii VC version sold at least a couple hundred thousand, and the 3DS version probably at least a couple dozen.

Generally no they do not. Capcom consider all new releases of a game as different in terms of sales figures, while multiplatform simultaneous releases are considered single games. There are weird exceptions like recent Monster Hunter games on PC.

I really don't understand why they decided to revive the series only to kill it again, especially considering how MM11 did better than anticipated

(And yes I consider it dead even though it's been "only" 4 years because I compare to how many games they used to release per year back then)

Yes but Mega Man is not a AAA series (at least not Classic)
It's not a open world, with story missions, cutscenes, cinematics etc. It's just a short platformer with 11-15 stages that you can beat in a hour
It's best compareable with Inti Creates games, and they release 2 games per year on average

Also if we ever get any other entry in other series like X, BN, Zero or Starforce I highly doubt they will be in any higher quality than they used to be...and that means the development time should take at around the same time it used to be (one year)

Probably because Capcom is so used to their recent MH and RE games selling 4+ million that 1.6 million is small potatoes. Plus it's unlikely the next Mega Man game would sell anywhere near as much as 11 did, 11 had huge momentum being the first console Mega Man released after he was announced for Smash Bros, people being still mad over Mighty No.9, the fanbase wanted to prove that this was a better direction than Fully Charged and the fear that if it doesn't sell well Mega Man will be gone forever.

Most of that momentum is gone though now that MN9 and Fully Charged are distant memories and it's been nearly a decade since Mega Man was announced for Smash Bros. and now third party characters aren't really a surprise for Smash anymore. 11 is an okay game but it did not sell that well on it being an amazing experience like 2/3 and X1 were, people don't really talk about 11 anymore and it's lumped along more with the mediocre area of Mega Man games like 5 and X3. If 12 was just 11 with 8 new robot masters it would probably just sell about half a million at most.

Mega Man has never been a high selling series. Just like Kirby it made its money by having releases every 1-2 years.

Kirby sells a lot more than Mega Man though, his normal games usually sell 1-2 million, as much a Mega Man's best sellers. Forgotten Land sold 4 million copies, that's like the sales of Mega Man 2, 3 and X1 combined.

Mega Man thrived on weaker hardware and reusing assets which is why they were able to pump out so many Mega Man games. But since games keep getting more expensive to make due to hardware getting stronger it's harder to greenlight a Mega Man game. Probably the biggest issue now is that the weakest system currently is the Switch and that's still much more expensive to develop for than the OG DS.

They could still make digital only (or Limited Run physical) games but that would probably cause people to stop caring about Mega Man if he gets stale that way.
