The 3 persona games have always been voiced in english if that's what you're asking, they're not like that tales of vita game where it's only in japanese with no english dubbing

Not fully, there's lots of unvoiced dialog but all the important scenes are voiced

Persona 2 EP also voiced in English too.
Persona 2 IS for PSP also has English dub.

No, there's a ton of voice acting but not every bit of dialogue is acted. The dialogue during confidant hangouts isn't voiced but I'm pretty sure most everything else is.

The only Japanese in the game is in background items, like some signs in the overworld, or stuff on the phone thats shown (the phone isnt used by the player). So in other words, if youre not a Japanese speaker its fine because its only in the background for setting/world building

Most of the dialogue is voice acted in English, and when it isnt, there is no voice-over at all, like everyone else in the topic has said

This. The main story scenes are voiced, but most of the side stuff is not.

Like around town, a character might say something like "What's up?" when you press the interact button, but it won't be related to their text dialogue. You'll have to read that. I think it's a fair compromise.

But then, I'm the type of person that reads faster than the characters speak, so I don't mind some things not being voiced lol
