It's better for everyone except the corrupt republicans that can't get a win without their manipulated bullshit.

Oregon is currently suffering without it because the illegitimate GOP candidate is using an independent candidate to siphon votes from the popular side. Hopefully she loses, so we don't have to do anything to fix the mistake.

I'm very aware. There was one state that passed it recently IIRC, so it is possible, but it'll need to be federal standard before we get it everywhere

I think it can only be passed state-by-state because elections are handled by the states.

Yes. The only rule in place is that states can no longer have multiple at-large house districts, under the interpretation of one person, one vote meaning that it's unconstitutional for some states to let individual citizens have multiple reps while others only allow one.
