There are definitely places which use . to seperate thousands and , as a decimal marker. However, America is not one of them. Germany is the first example to come to mind that does; this actually caused a bug in some of my code when users from Germany tried to run it and it tried to apply German conventions to how it interpreted numbers in a text file (and of course, the file itself was written the normal way).

I was confused at the comma for the point when I was first in Europe but I've gotten used to it. It's not a big deal and shows how signs translate differently in different cultures.

In language, a period is a full stop and a comma is a partial stop. A decimal point is between whole and partial numbers, which is an actual change. Whereas commas are just used to keep your place, and don't actually change anything mathematically. So the harder stop should be used for the real change.
