Seems like they're all pretty set on it being a combination of vaccination rates, mask usage, and distancing, there just aren't hard numbers on exactly how much each piece of it contributed. It doesn't say they're "puzzled," though "puzzling over" does make it sound like they're more confused than they seem to be.

The point, which would have been clear if you weren't salivating for a gotchya, was that the article being reasonable doesn't absolve them of the clickbait headline. It wasn't "oopsie, can't make it clearer in that few words". It was a carefully crafted misleading headline to gather clicks.
