The "paid terribly" is in reference to the fact that they are paid less than taxi drivers, something that makes sense if you consider who is doing the paying: rich American tourists instead of Cuban natives. It's just one of those "lol, look at how backwards they are!" statements that only works because the person making the claim cannot envision anything beyond their own borders, or even their own personal, tiny life. Cuba is generally not all that healthy in that grand scheme of the world (Bloomburg gives a HI of 74.66, which puts it considerably below the highs elsewhere) but still higher than the US (HI of 73.02). Thus for the average American Cuba gets a better rap than they would otherwise, and thus on an American forum it would get glorified. In addition it is extremely cheap compared to what it would be in America (for the obvious reasons) and thus it is even more attainable, and thus has more traction.
