Phil LaMarr was great as Samurai Jack and Aquaman

Came in to bring him up. He's voiced many characters. Think he voiced ramza in final fantasy tactics too.

She wasn't. At least the original version and art style.

Kind of hard to say. She looked vaguely Asian in her first appearance, but that could just be a quirk of the art:

She was definitely made Asian the moment Jim Lee took over drawing the comic though, because he wanted to draw more Asian characters. Which is why they straight up race swapped Psylocke from being a white British fashion model into a Japanese ninja woman. But it might have been hard to tell, because he drew like half his characters with Asian-looking eyes and other features, even characters who explicitly weren't.

She's generally been seen as being Asian right from the beginning (it's why her last name is Lee, with her code name basically being a pun). It's why you'll notice they always cast her as an Asian in the X-Men films.

No.
Keith David and Phil Lamarr are both excellent voice actors and shouldn't be limited to only voicing black characters.

Gonna have to disagree with ya, hoss. Here's her first appearance from Uncanny X-Men #244, where she's being drawn by her co-creator Marc Silvestri. Looks pretty Asian to me.
