You can. I got a coke ICEE with Jack Daniels at Disneyland, it was outta this world. Ive seen them at some Regal Cinemas too.

Probably because that would be open alcohol but I know you can get them at some bars

It's because you live in Alberta and Ralph Klein was premier; Ralphie was a notorious drunk, and got elected Mayor of Calgary and later Premier of the Province with a very simple promise to public sector employees, "I don't care if you're drunk, just so long as you vote for and support me"

This of course caused several problems including the inability for any road in the province to ever be straight again, but also everyone was drunk; so while liquor was allowed, they were not allowed at the 7-11's or the Mac's to help curb the provinces alcohol problem.

*True in that I only made up the bit about why liquor is not sold where slurpees and slushies are sold.
