someone in zallard's chat also said they saw it before as a kid after randomly pressing buttons on the title screen. seems like this is the first time someone figured out how to do it deliberately, though.

The code is small enough that someone could have reasonably pressed those buttons accidentally at the right time. At least the fighter selection screen. The 2P control code is less likely since it would require a second accidental timing in the right spot after already doing the first one.
