That's true but a good number of them will take the chance if NK actually sends them outside the country.

Also it's the NK Military, I wonder if they get treated "better" than the common pleb and are more loyal.

Waiting this long would make me suspicious it was a power move to come take both countries after they're weakened. Help one side and then turn on them. These are the bad guys of the world (well, the badder guys), nothing is free. Nothing is even free with the countries that have more chill.
