State legislations forcing districts to implement the standards their way instead of how teachers wanted to and the whole thing being botched from the get-go. How do education policies get made in other countries? In Canada, we don't have a federally regulated standard - each of the 10 provinces and three territories have their own provincial standard set up by elected officials.
