Once they're added to your library they're yours as long as you're subscribed, installed or not

If you unsubscribe to PS+, then resubscribe at a later time, do you gain access once again to the games that you had placed in your library?

Yeh they actually updated the UI within the store so that you can add it to your library without starting the download as well. If your subscription lapses, you lose access to the titles added to your library and the ability to add new monthly games to your library, but if you resubscribe, you gain access to the titles already in your library again, but I dont think you can add titles from any month you missed due to being a non-subscriber.

Yes. Only reason a game would ever be made inaccessible is if they removed it from the market altogether. Add as many PS+ titles to your collection as possible and only begin to play them five years from now if you want.
