The problem with KSA is that it's so fragmented on a religious point of view and the Wasabis have so much power any large scale changes in societal norms is going to be measured in terms of decades... not months or years. It will end the same way as all these other pie-in-the-sky Gulf state vanity projects: some basic infrastructure will be built in one location, the money will run out, and nothing more will be built.
