or is it the same thing as being a high level, level C, employee, that they only got to be operations manager because they knew the right people to get them the job?

I hope that theres still legitimacy in the hiring that they pick the right person for their job based on merit and how talented and smart they are

This. I havent met any middle managers whos job was valid. Usually they are Peter principle stooges. The people that actually get work done usually dont get promoted.

I think they are reasonably intelligent and have a basic understanding of the business foundation principles.

What I do think many lack is the ability to use the book smarts they have in a good applicable manner. It's sorta like the kid who is good at mathematics but absolutely is horrid at physics (which I use because this applies to me). I have a really good understanding of the foundation of mathematics, but when it comes to actually applying those principles to the applications they are used for in physics, I struggle immensely with putting it together.

It is really unfortunate that such gifts are a little wasted.

In retail settings alone there is also the problem of a level of disconnect between the store and upper management that gets reported on.

usually at a good company in tech they won't make it that far. of course they can still be assholes and sycophants and often are

It depends on the company, the type of industry, and what you consider "smart". But I would definitely not say "almost all" are smart.
