Ignoring like game mechanics and just going by abilities and lore, who comes out on top?

Mercy or Tracer

Reaper's body is a swarm of nanomachines or something right? Can he even technically die at this point?

Doomfist would probably be pretty up there too even though Winston did beat him in a fight once. I don't know if that was 1 on 1 though.

D.VA's mech is built to battle kaijus so she might actually be pretty high on the list too.

Sombra could also just hide in a corner or something and pop up at the very end to kill whoever was left.

You know, fun question.

A lot of characters are knocked out of the running off the bat for being "normal" beyond "has gadgets." Pharah, Winston, Sombra, Roadhog, Junkrat, Mei, Ana, S76, and Ashe are all screwed

I imagine a Symmetra with Batman-like forethought is probably up at the top, what with hard light manipulation that would be on par with Green Lantern, if she wasnt stuck in a shitty Blizzard universe.

I think there's a decent case for Wrecking Ball, he's the champion of Junkertown after all, and ignoring gameplay mechanics I think the mech would be pretty difficult to break through. He's also a genius so that's going for him

a few that come to mind as the biggest contenders:
Sigma - control of gravity and potentially black holes is hugely op, the guy is kinda Magneto
Tracer - I'm not sure the full extent of her time control in canon but I hesitate to put her too high because she gets wrecked a lot in the actual lore videos
Reaper - Possibly unkillable, can teleport and become intangible, massive self-healing
D.Va - Super-strong mech
Doomfist - Shown to level skyscrapers, probably the highest raw damage output
Winston - Genius intellect AND probably the most physically strong without any weapons or augmentations. Shown to go even with Doomfist, although it was after Doomfist had already fought several others
Echo - Can copy abilities and forms of any other, so whoever the top hero is, she's basically tied with them

HM:
Roadhog - Most physically powerful of any of the raw humans. Whatever Australia's radiation did to him made him strong enough that he's shown to do feats on par with Reinhardt's armor, as well as having superhuman durability and self-healing. Not top tier, but probably the best of any "human with weapons"
Moira/Mercy - I'm not sure I understand the extent of their healing science. They're phsyically weak but have the potential alter life in ways the other healing characters don't
Hanzo/Genji - They're the only two with access to spirit magic (is it magic?) and I have no idea what that means in canon

Well there's also Zenyatta, though admittedly I'm not sure if any of his abilities in game have any lore basis.

I'm pretty sure that's just fancy light technology and not magic.

I'm pretty confident in Orisa. Just a huge stampeding unstoppable hunk of metal, with a machine gun arm as big as other characters. And wasn't she upgraded by Efi to specifically protect against Doomfist?

Although D.va's self destruct seems quite powerful, depending on the arena size and if there is anything to hide behind.
