Mm not exactly. Mitsuda did the majority of Trigger and Nobuo was 0% Cross.

Edit: looked it up, Uematsu did 10 tracks on CT (if you count the arrangement on the boss theme, which I personally do as CTs boss theme is essentially the precursor to FF7s) out of 64 tracks.
