or imagine the omnipotent and benevolent god making punishments in hell instead of somebody else, who would people cling to and worship?

My thesis was something like G-ds plan was for Lucifer to be the third member of the Trinity but Lucifer was too jealous of The Son to accept that role. Lucifer was never going to accept a role he considered subservient to The Son, so he chose to reign in Hell rather than serve in Heaven.

His position was filled by the Holy Ghost, which always seemed random to me so I liked Miltons take on the situation. (Or at least my interpretation of Miltons take, which of course was not Miltons original idea but was my exposure to it.)

How does one reign in hell?

It's not like Christians haven't spent millennia seeking to answer why God would make beings who would sin, only to condemn them for all eternity for doing as they were made to do.
A lot of them just kind of come down on eternity not being literal, but just a long time. I remember an Apocryphal book has Jesus showing Peter around Heaven, and Peter looks down and sees the lost souls suffering in Hell, and asks why it is just that they must suffer eternally for temporal mistakes, and Jesus responds something to the effect that all it takes for them to be saved is for one of the elect to take pity upon them and ask that very question.

Basically, anyone who isn't evil believes Hell is eternal. Only God and His realm are, is the general argument.
