But I'm a strong believer of it's gotta be that one asshole who is driving way too slow and fucking it up for the rest of us.

It's also the person who is lost and slows down 5 times trying to find their turn and then realizes it is on the other side and merges across 3 lanes of traffic after nearly coming to a complete stop to do so.

It's both. People driving stupidly, multiplied by thousands of people on the road.

Reacting slow to green lights, driving slow, changing lanes suddenly, waiting to the last moment to merge, etc. It all trickles back to the cars behind and slows them down too.
