Yeah, but it's harder to prove. Basically you have to prove that you initially weren't fighting back or resisting and that the cop was using excessive force, before you started using force in self-defense.

Depends on the case. There was a news story a while back where police served a no knock warrant for someones arrest. The guy just saw someone breaking through a window with a gun, shot and killed the officer while no one announced themselves as police, and the guy didnt face any charges.
