AC 3's biggest problem is that it was full of half-realized concepts. Some of the Assassin "powers" were usable once during the tutorial and then never again... and the thief power was so OP that it pretty much broke the game.

Black Flag easily

Also, Liberation is underrated. It's small and short, yes, but that also what makes it fun. It doesn't waste your time like other AC games do where you spend most of the game running from a chest to chest.
Story is pretty bad but it's also fun. I appreciate the humor they were trying to do, it really felt like they were having fun making the game.

AC3 is a bad game

Eh, I'd argue there were much bigger issues with 3. One was that despite the main character being native, it barely even matters to the overall plot past the intro acts. Plus, slavery in the colonies is conspicuously absent. Another big problem is that colonial America doesn't have much architecture when it comes to climbing and leaping off of tall things, which is a big part of the appeal of these games. The game just comes down to "let's reenact a bunch of famous moments from history".

Everything you listed is story/lore related and if those are AC3 worst problems in your eyes then I would say it's very good

Yeah, my main issue with three was that 1700s America had lame architecture compared to all the European locations from previous games. Platforming in those games is quite thrilling and probably the biggest appeal of the series to me, so III is easily my least favorite of the six or so that I have played.
