Yes but he's being deployed to Ukraine, which is not allowed for conscripts if war has not been declared. War has not been declared and the conflict is a "special operation" according to russia.

sure it does, that's the one reason why they havn't mass mobilized the country yet because it's against their own laws if war hasn't been declared. They don't care what the world thinks, but they absolutely have to stick to the narrative locally and sell it to their populace.
