Satirical movies still get made. They're just not so explosively violent and that's likely a result of studios getting more and more risk averse - pushing for internationally friendly, PG-13 action movies over the 80s style "hard R" movies with enough squibs to fill an Olympic swimming pool.

The book lacks anything about Nazis at all. Verhoeven used Nazi uniform imagery in the movie because he's a hack who didn't read the book. But there is still nothing in the movie to indicate the Nazis won WWII. No reason to think the backstory was changed from the book just because Juan Rico is white now.

Upon rewatching starship troopers recently, I too got this feeling that the bugs are kind of being targeted by humanity unfairly. With the endless propaganda in the service commercials, and how humans incessantly invade bug planets.

Paul Verhoeven has a preoccupation with fascism. Robocop is about the fascist themes he saw in superhero/action cinema - as well as being about capitalism's hold on the US.

Either way, both films are damn good movies.

The movie had nothing to do with the book originally. One of the actors had just read the book and asked if the script was based on it.
So they read it, saw that it had some in common and decided to buy the rights to it and make some small changes.
There is an 80s anime OAV that is a much closer adaption of the book.
And the marine actors in Aliens were forced to read the book so they could get into their roles.
