Most of the time, the larger American populace will not feel the full effects of an economic policy immediately. Industries evolve, loopholes are discovered, things usually build up gradually. There's obviously instances where swift decision making (usually forced by widespread catastrophes like COVID) or inaction to an immediate event has widespread, immediate effects, but this usually isn't the case on a large scale.

It's insanely easy to scapegoat in American politics because discovering the roots of many of these problems requires a kind of historical context and knowledge (both of history and the way our government is structured) to see where exactly things went wrong. Most Americans ain't gonna bother doing that shit, so they'll just listen to whatever their preferred color tells them about the other party and it's easy to make anything sound believable so long as it's close enough to the truth.
