It's a largely meaningless gesture. Prices at the pump might go down 5 to 10 cents, but the rest of the tax break will go right into the pockets of oil companies.

Nope, but voters thinking the President can do stuff like that is a big reason the party in power usually gets creamed in Midterm elections. The economy, in large part, is independent from the levers available to the President.

For someone ignorant about oil/gas prices, is this related to Ukraine/Russia conflict? I can only remember gas prices being high, not even this high, when the Iraq war was in its initial stages.

Biden also plans to call on state governments to take similar actions with their own gas taxes, to give consumers relief. He wants oil refiners to boost their capacity so there's more gasoline on the market another way to bring down prices.
But there's no way to force those tax cuts to be passed through to consumers.

The whole point of the gas taxes is to pay to improve the infrastructure of roadways. Getting rid of them isn't tackling the problem of high prices at the pump and would only slow down funds being set aside to fix broken roads.

It wouldn't even slow it down.

IIRC the HTF can't be negative. If they get rid of the gas tax then they literally have to move that money from somewhere else.
