Umaro actually is not all that bad. My only problem is I get him so damn late in the game.

If he were an earlier character, I could actually see myself playing him.

I appreciate him, Mog, and Gau for their "set it and forget it" gameplay -- it is great for someone lazy like me

how can locke in the lategame be bad when he's one of the four greatsword users

anybody who can use ultima weapon is automatically better than anybody who can't, and even if you're playing the original game where you're locked to 2(?) ultima weapons there's still other great equipment options

Setzer's weapon atleast is back-row capable which is nice. Other than that, yeah he pretty much stinks. He can equip Force shield and armor though which is nice.

Setzer's best weapon (Fixed Dice) is unaffected by the Offering damage penalty which gives him a pretty good damage option, especially against bosses. Also couple of his slots are pretty strong and easy to hit consistently with practice. If you can land those on demand he's a solid contributor, in the upper range of the bottom half overall.
