If I'm understanding correctly, this was an administrative fuck up. They could have (and should have) fired him initially, but because they originally only suspended him it meant that they could not punish him a second time and the $1.5 million is what he negotiated in return for his resignation. The city was willing to pay it to be rid of him.

How do cops win money in these situations? I know a cop who got fired over trying to get an autograph from ZZ Top(was moonlighting as concert security). Yet cops who do seriously worse things get protection.
