He says he solved Einstein's gravitational field equation. Something about gravity effecting time, and light effecting gravity, and light effecting time. Basically says the tools aren't available but with time and funding it's possible. His idea for time travel has technical and practical limitations which he also admits to, to be fair to him. The examples I used would be some real physical things that started off as mathematical ideas before any observational data. It happens a lot in modern physics. It's not that hard of a concept that we might be able to build some kind of nexus that can receive information from the future.
