I have no data of course for a more empirical assumption, but it seems like most foot fetishist are straight men. You rarely, or even never see a gay man clamoring over other dude's feet or a woman clamoring over a dude's feet and lesbian woman having the hots with other women feets

If you mean sexual body parts only the male and female reproductive organs count. If you mean sexualized body parts, then any body part can be (and are) sexualized. Just because it's not as common doesn't mean it can't be sexualized. FJs exist after all.

Second of all, the feet are considered "sensitive" and "vulnerable" parts of the body, especially the soles. In addition, because they are often dressed and covered up in public, being uncovered invokes an illusion of vulnerability and partial nudity. Same goes for midriff.
