Street Fighter is very hard for me to wrap my head around. It presents as way more straightforward than anime fighters where people are stopping time or managing their Baseball Meter, but all the buttons overwhelm me.

I have no idea if I should be kicking or punching besides whichever is my quickest jab or longest range, and that makes me feel like I have no idea what I'm doing with my own character.

You need to understand frames first
Every second, 60 frames (ideally) happen.
A frame is basically a still image.
So using HP and LP as examples.
HP takes 8 frames to 'start up' then for 3 frames it is 'active'.
LP takes 3 frames to 'start up' then for 2 frames it is active

So if I use HP and during frame 4, you use LP, you will hit me out of my HP because yours starts up faster.

That and range is why there are so many ones usually. Also crouch HK is a sweep and crouch HP is usually an anti-air. Sometimes, like Sagat, standing HK is the anti-air.
