Basically there is a small vortex in the middle of the ocean detected by image satellites. No one bothers with it for a while, but eventually one of the scientist notice the vortex did not disappear for a few days. They put a team observing it, and turned out the vortex doesn't change. It is just sucking water and everything around it inside. It doesn't get bigger or smaller, it's just there, ever absorbing. Getting more concerned, scientists send a submarine drone into the ocean. The vortex extend right into the ocean floor. The diameter is around 5 meters, there is some kind of unexplained hole in the bottom of the ocean. It sucked everything around the vortex. Scientist tried to send a drone INSIDE the vortex, but there seem to be some kind of event horizon where signals got distrupted. Cables got shredded instantly due to the speed air and water move inside the vortex.

The team are getting more concerned, in a desperate attempt, they ordered a big chunk of metal to plug the hole, it seemed to stop the flow but somehow the metal sheet got shredded, like trying to plug a hole in an airplane window with a sheet of of cardboard.

The scientist are panicking, with the rate it's going, if it do go on forever, it would suck all the water in the ocean in 150 years and along the way, environmental catastrophe will ensue, and eventually within another millenia it could suck all the atmosphere on earth.

Half Life 2 doesn't really go into it, but this is actually one of the things the Combine did to Earth. They opened portals into the ocean to drain away water.

Not bad. Sounds a bit similar to the desperation of the government dealing wifh Shin Godzilla in Shin Godzilla.

I don't remember this but it's been a decade since i play half life 2

I double checked and apparently it wasn't teeeechnically implemented. It was part of the original design for the coast levels, but there's no explanation for the decreased water in the final game.

I feel like that just makes the most sense though.

That makes sense, can also tie to the portal technology. The combine would have access to similar technology but more advanced and cover great distances

I dont plan to capitalize on this so its ok
