What's the best form of government?

What's the best form of government? Republic (oligarchy) means something like ancient Sparta or Rome, where either only a tiny percentage of residents were citizens entitled to vote, or the electoral structures were so slanted towards the few that a small percentage of citizens had a large majority of voting power. Why are you even drawing a distinction between democracies and republics in this case? The monarchy options presumably would already cover non-republican democracies.
