Because he only had one directly offensive PSI attack in EB and it woulda been really dumb to represent PSI with exactly one of Ness's attacks. Also a straight up healing move woulda been busted. Yes there are a few healing moves nowadays anyway, but the healing they offer is very restricted. --- I'm sorry, but 10,000 of ANYTHING on a PS2 would absolutely destroy your framerate.
