I have a 2018 CR-V EX AWD and I'm telling you not to get one. The turbo engine and continuous transmission are overrated but get the job done. Same driver assist tech since 2015 and 2017. Slightly better than Mazda but far behind Subaru, Nissan, and especially Hyundai.

I haggled my car down a couple grand at a dealership. Granted this was 4 years ago and not post pandemic. I don't see why not you can't try

Buyers have no bargaining power in this market. If you won't pay sticker price some other schmuck will come in later the same day and pay what you won't. Inventory is so low everywhere that dealers are holding all the power.

Also fuck that APR. Go to your bank for a car loan first but don't complete it. You have something like 60 or so days to finalize it. Then use that letter as leverage at the dealers to get a better deal. Best part in doing this is that any inquiries on your credit gets rolled into one inquiry as long as it's done within a certain amount of days

Cash is also not really king anymore. Dealerships make more money off of incentives when you finance with a bank they partner with. If you make a huge down-payment, negotiate down, and then pay it off in a month you can save a couple hundred bucks. The Interest that accumulates that first month wont really put a huge dent in your savings. If you go in willing to finance a portion of the car's price, they'll be more likely to negotiate.

That being said, right now is an awful time to try to buy a car because of supply chain shortages so you'll be hard-pressed to talk anyone down on prices since the next person is more than willing to pay that price and take a 15% APR.

All this talk about rising car prices makes me snicker at the fact Geico appraised my base model family friendly sedan at 6k more than what I paid for it OTD like 6 months after I bought in at the end of 2020.
