You have to use at least one hour a year.

You probably do something once every while that takes a week away from you.
For all you know your life could really spiral downhill but refuse to end. Even if that doesn't happen you'll most likely be stuck in a dystopian future.
I would have an uncomfortable gut feeling like I'd just done something immoral after saying yes but I'd definitely end up regretting not taking a literal super power if I didn't.

Too steep a price.

I'd take it at a 1-1 ratio but if you spent a little over 2 days with the power active, that's a year off your life.

Thats if you keep it active for hours on end.

You can always just choose very wisely the one hour a year you HAVE to use.
