I was having latency spikes and did some network tests and found many timeouts and high latency from the Westcoast. Chatted my ISP and spilled all this out to them and provided my logs. They run a speed test and was like "your upload and down load is more than your plan, not sure what the issue is" to which I politely asked to speak to someone with more networking experience than high school computer class that all my problems was outlined and proved in my first post and that their stupid speed test only proves no issue between their hub and my modem. 20 more minutes and a supervisor and high-level support they moved me to another back bone path and my latency spikes went away.
