Because joking about perversion and sexually assaulting teens is normal in manga so that makes the creators feel like maybe its ok for them to do it in real life

And you will find that many anime sexualizes both male and female around this age or who look like they are.

The original Dragonball manga is pretty bad about this. It's more about harassing underage women and Goku exposing his little kid junk, than it is about fighting.

They draw manga about dudes looking up teenage girls panties and grabbing their boobs and trying to peek at them naked and everyone accepts it as just comedy. Theres no repercussions for displaying this type of stuff so over time some of these guys feel likes its totally acceptable to engage in sexual acts with underage people. I guess they feel like if it was wrong then they wouldve faced backlash for their content. The fact that its a normal part of the medium makes them think that they have the okay to pursue these things

The point that I described was more like "pedophiles become mangaka." Which I think makes far more sense.

The industry sought the author out, likely knowing full well of his proclivities, likely embracing them in fact in the end, and the anime industry chose it to receive an adaptation. One of the most prestigious and beloved animation studios, in fact, took on the task. I don't think he's ever been caught with child porn or abused a child. As far as I can tell, it's just fetish material.

This, notably, is a rather popular show among the anime crowd, and even a lot of thoughtful people have a surprising amount of tolerance for material that most people would find remarkably questionable (the sexualization of kids for the sake of audience pleasure isn't the only questionable thing in it), while obviously, less thoughtful people defend these elements when confronted with them, as being acceptable or not a big deal, and of course there are those who embrace them precisely for how pleasurable they are. The fetish material involving children in this show is essentially normalized, from all directions.

This is just one show, but I think it illustrates that whatever this issue precisely is, however prevalent, it is present throughout the industry and in the consumer base, and furthermore it's not just in Japan.
