Probably Agent 47.

James Bond would make such a massive international scene out of the whole thing, and everybody would definitely know it was him, plus there would be a ton of collateral damage.

John Wick might get the job done, but he would also kill a bunch of other people on the way there, and how covert he would be is uncertain.

Jason Bourne would also create a massive amount of collateral damage, and possibly wouldn't even get the job done.

I don't know enough about Joanne Dark, so I won't comment.

I'm gonna go with the Hitman guy (Agent 47), since he could get through a variety of different high stakes and high pressure assassination type situations in a stealthy manner.

I'd also love to see the Terminator. The look on Putin's face as a puddle of liquid metal slips into his room and slowly rises up, transforming into his "double".

Anyone who doesn't want another world War would choose 47 just on the grounds he could make it look like anything but an assassination. Worst case scenario there are some guards knocked out and hidden away. But as someone who works a job that's security based. People tend to lie and cover up facts about them fucking up so unless they where discovered unconscious you have a chance they keep their mouth shut.

Depending on the flavor of "over the top," I'd go with either Wick or 47. One for gunning down everyone in a stupidly brutal manner, or the other for accidents that maybe shouldn't work like that but yeah-let's-roll-with-it-for-the-lulz.
