In Revenge of the Sith, Windu reared back and was about to deal a fatal blow with his lightsaber to an unarmed and seemingly "defenseless" Palpatine. Was he right in this act, morally?

The dude just killed three Jedi masters in under 2 seconds, and was shooting lightning out of his hands he wasnt unarmed or defenseless.

How do you detain someone like that? And how do you get them to said detainment?

I guess he could have cut off his hands, but even that may not have been enough.

Obviously, yes. If ever a Jedi has been permitted to kill a living person, I think a Sith Lord qualifies. Clearly there's no good in Palpatine, so it's not like he could be redeemed like Vader was.

Not sure how true it is, but Ive read the theory that he always looked like he did (not from Force Lightninging himself) and was deliberately waiting for Anakin to arrive before he gave Mace the advantage and make it look like he was about to be executed in cold blood.

Yes. Mace's only mistake was trying to slash Sidious instead of just stabbing him when he had the blade pointed at him.
