I dropped my phone on the floor and it cracked. The screen is now flickering and it's unusable now because the touch screen won't work and there's a black smudge on the inside.

I tried hooking up my phone to my laptop to see if I could gain access to my folders like my contacts, but it says all my files are gone!

I back up all of my contacts to Google.

Then they show up in Google's contacts app no matter which phone I use.

Yes, they should be backed up in Google and will transfer to your new phone by logging in.

They could be stored on the SIM, in iCloud (you can check icloud.com if it was an iPhone) or in your google account.
Chances are fairly good you'll be able to recover them.
