You're the leader of a medium sized tropical nation called Tropico.

Up to this point, your country has turned into a Caribbean paradise that is filled with tourism, natural resources, and exotic farming. You've given the people everything they've wanted. Crushed unrulily rebels, converted nay-sayers into yay-doers. Educated the masses and grown a strong enough arm to fend off the likes of the US and USSR.

However, not all is peaceful in Tropico. You notice in your favorite, and only, newspaper publisher, nestled in-between the reports of an NBA great passing, Australia on fire, the Boy Scouts of America failing into bankruptcy, your good friend Senior Presidente Trump getting impeached, and your other good friend Weinstein getting identified by his mutilated scrotum, you see a novel virus has escaped from China. You have been told by Penultimo that he has heard through a grape vine in the halls of your esteemed Universidad that the virus is potentially a lab created super spreader! However he wasnt able to confirm or deny this information due to his response of rapidly dropping blood pressure causing him to black out for a few seconds. He doesnt recall if he heard the virus being called a carnivore virus or a Corolla virus! In either scenario, one will surely eat you while the other one will reliably and efficiently take you out.

Penultimo is very certain, and confirmed with his own esteemed scientists, that the country is best to take action NOW! What do you do Presidente? The only options we have is to shut down the borders, much like that one flash game you've played long ago, or ride the storm. The country is deeply entwined in tourism, and surely the population will take a toll, but what is the cost of a life? These are your people Presidente. We trust you since the operation by our neuroscientist shaman went well, albeit not as great as we had hoped. The ability to see into the future for knowledge apparently has its limits to around two years.
